House B/L vs Master B/L: the difference, and what to check between them

The Master B/L is issued by the shipping line (or an upstream transport operator) to the forwarder or consolidator; the House B/L is issued by the forwarder to the actual exporter. In consolidation, several House B/Ls are covered by one Master B/L. Container, seal, ports and quantities must match between them; the parties and the B/L number do not.
Who issues what
The Master B/L (MBL) is the shipping line's bill of lading. It covers the port-to-port carriage of the container and names, as shipper and consignee, the forwarders or agents organising the transport — rarely the exporter and importer themselves.
The House B/L (HBL) is issued by the freight forwarder or consolidator. It names the actual exporter and the actual consignee of the goods. It is often issued on a FIATA form (FBL).
What must match
- The container number and its ISO 6346 check digit.
- The seal number.
- The port of loading and the port of discharge.
- The vessel and voyage.
- Gross weight and number of packages — identical for a full container (FCL); in consolidation (LCL), the House B/Ls together must not exceed the Master B/L.
- The nature of the goods, described in a compatible way.
What may legitimately differ
- Shipper and consignee: forwarders on the Master, actual parties on the House.
- The bill of lading number: each document has its own.
- The freight terms (prepaid or collect): they follow the contract at each level.
- The number of originals: a non-negotiable Sea Waybill has none to surrender.
The most common mistakes
- The two bills of lading filed in the wrong slots: a Master taken for a House, and the other way round.
- A DRAFT used instead of the final document.
- The same copy of a bill of lading uploaded twice, and its weights added up.
- One digit of the container number copied wrongly on one of the two documents.
Frequently asked questions
Must the House B/L and Master B/L show the same gross weight?
For a full container, yes. In consolidation, one Master B/L covers several House B/Ls: it is the sum of the Houses that must stay consistent with the Master, not each House on its own.
How can I tell which document is the Master B/L?
The Master B/L is issued by the shipping line (its prefix often appears in the B/L number) or by the upstream transport operator, and its consignee is the forwarder or its agent. The House B/L names the actual importer.
Can a Sea Waybill act as the Master B/L?
Yes. A Sea Waybill is a non-negotiable transport document: the goods are delivered to the named consignee without surrendering originals. It plays the same role as a Master B/L when documents are reconciled.
